I am a moderator on a forum with over one million posts and 16 thousand users. If you are managing an active forum, you need to be very active on the forum, you need a lot of staff that not only check content quality but also monitors conflicts.
 
It is important to set clear rules, moderate consistently, and encourage fresh content. Engaging with members, recognizing active users, and rewarding contributions help maintain interest. Tracking analytics ensures the user experience remains relevant and optimized.

I think the same, clear rules are vital and essential to achieve this, in addition to active moderation I would say 24/7 to avoid inappropriate things in the forum that are clearly irrelevant.
