A lot of people say, you need quality content to rank high on search engines. However, if you check high ranking articles, they are not necessarily high quality articles. SEO is basically a combination of backlinks, keywords, user experience, etc. I think content quality is less cared thing these days, what do you think?

Well, those people are RIGHT.

There are websites with little to no backlink work that rank well. Backlinks are important too, but bad content will not get you anywhere.

In order to get good results you need:

- good keyword research
- a comprehensive topical map (you need to cover the most important topics in your niche, it's not enough to write 3 good articles anymore)
- a great content brief
- an article that answers the query (from intent to the information you need to provide).

Said article can be 500 words (most of the time you do need to write more) or over 2,000 sometimes.

It needs to be USEFUL, COMPREHENSIVE, written by an AUTHORITY in the niche.

If you see bad content being highly ranked, it is very likely that these websites have done Black Hat SEO. With Black Hat SEO, you can rank high but ultimately search engine algorithm will pull down these poor content. The bad content getting high rank is a temporary thing.
